The Chairperson of the Immigration and Refugee Board has the authority to pass Guidelines applicable to its four tribunals. Guideline 8 sets out procedures for dealing with vulnerable persons appearing at any division of the IRB to ensure the process is fair and sensitive to their special needs. For this purpose, a vulnerable person may be: Question 3 options: a) a member of a minority group. b) a person whose ability to present their case before the IRB is severely impaired. c) an exploited person. d) a person who does not speak any of Canada's official languages.
