For this case we must solve the following inequality:

[tex]-8 <2x-4 <4[/tex]

Adding 4 in the parts of the inequality we have:

[tex]-8 + 4 <2x-4 + 4 <4 + 4\\-4 <2x <8[/tex]

Dividing between 2 each part of the inequality:

[tex]\frac {-4} {2} <\frac {2x} {2} <\frac {8} {2}[/tex]
