Welfare payments are those payments that act as investment in order to give financial assistance to the person or beneficiary whenever it is needed. For example, social security is an example of welfare payments. 

A consumer subsidy, on the other hand, is a form of benefit given by the government in order to alleviate or discount a certain burden on the consumer's side whenever one buys goods or services.
