It would depend is the writing suppose to be about a dog barking at a tree compared to a bird on a tree? Or just a dog barking at a tree?
Even so in either case you could put:
The dog barks as loud as a bird who sings on a tree
The dog barks at the bird as loud as an elephant when it’s in grief
