2 mol NaOH -> 1 mol H2SO4

         x  - > 1.8 mol H2SO4      x= (1.8 mol H2SO4 * 2 mol NaOH)/ 1 mol H2SO4      

                                                  x= 3.6 mol NaOH

M= mol solute/ L solution

L solution = mol solute/ M       L solution = (3.6 mol NaOH)/4.0 M

                                                 L solution = 14.4 L
