As the hygroscopic nuclei seek out water and can condense vapor even when relative humidity is less than 100% thus, sufficient amount of these particles in the air can lead to forming a fog.
Hence, the fog and clouds a form in a lower humidity as well. As the temperature is an indicator of the air capacity the content of water vapor in the air is an indicator of this.
