The first number (-5) is on the x, or horizontal axis, and the second number (3) is on the y, or vertical axis. Therefore, starting at (0,0) (the origin), you would count -5 points to the left to get to -5 on the x axis, and then you would count 3 points up to get to 3 on the y axis.
