Mr Birling exploits the lower class as he uses their desperate need for money to make them work for lower wages. We know this as Eva Smith protests against this and leads other employees in a strike, which Mr Birling quickly shuts down. This shows Mr Birlings capitalist views and shows he values profit over the well being of his workers (who would be lower class).
