I could be wrong but I feel like it is asking for an inequality.
A number less than 15 would be:
number < 1
If I read a number less 15 another way it could be a number but minus 15, which would be:
number - 15

The answer is 15> because > means 15 is greater than a number which is the same as a number less than 15
