Commutative property refers to moving stuff around 
For example:

The rule for addition is "a + b = b + a"
Substitute in numbers it would be (this is just an example)

2+3=3+2

It basically just moved the numbers around.

For multiplication it would be:

"ab = ba"
Substitute in numbers would be:

"2×3 = 3×2"
