Are hypothetical laws passed by congress constitutional. Explain

The statement above is incorrect. The hypothetical laws are not passed by congress as constitutional. It is said in the constitution that: " a matter must be concrete and non-hypothetical, as affirmed by longstanding federal". I hope my answer has come to your help.
