Well if they did not conceal their involvement they would cause a mass uprising possibly, or they could get in trouble with other countries. Such as Iraq hid their terrorist sponsored attacks, and when the U.S found out they released the information. The U.N told them to stop yet the didn't. So countries were forced to put trade embargoes on them.
