  You can first perform inverse operations on either 3 or 10, which are the constants in the equation. Another alternative first step would be to add "y" to both sides of the equation or to subtract "2y" from both sides of the equation. After doing your selected steps to move the constants to one side of the equation and your "y" terms to the other side, you may divide both sides of the equation by the coefficient of your y-term, as that would isolate "y" such that you'd find the value of "y".
