There were was to much demand from a large population and not enough of supplies and not enough workers.

The cottage industry was unable to keep up with the demand of clothing made from cotton because the process of making these cloths was slower and took more time. When factories were made in the cities and they were industrialize it made it easier to make clothing because of machines
