why might rural people have more trouble accepting the one child policy than city people?

rural people are used to doing most things independently and not so used to having all the same rules as city people are used to. When people decide to move to the city it's usually for business or because their family is smaller. In other words, it's easier for the city people to get around- as for the rural people they tend to extend their family more. it's more difficult for them to adapt to a city life respectfully (:
