The penile shaft is surrounded by loose skin to allow an erection, which expands when blood flow is increased in the penis due to arousal. Blood vessels are present down the penile shaft and when aroused blood flow increases which expands the vessels, in turn expanding the next layer of the penis, the surrounding tissue, and finally filling out the skin around the shaft.
