Why does a secularist separation of church and state lead to a state-over-church situation?

Secularism is the rule of the partition of government foundations and people ordered to speak to the state from religious organizations and religious dignitaries. 
The secularists look for the total detachment of chapel and state is on account of they need to expel all religious impact from open life.
