Good idea to make that x term positive.  To do this, add (3/5)x to both sides of the inequality:

12  - (3/5)x ≥ 39
      +(3/5)x  = (3/5)x   Then

12 ≥ 39 + (3/5)x       Now subtract 39 from both sides:

12 - 39 = (3/5)x,        or -27 ≥ (3/5)x

Lastly, mult both sides by (5/3) to remove the (3/5):

-27(5/3) ≥ x,       or     x ≤ -45  (answer)
