Since it has a y intercept of 2, we can rewrite this as (0,2)
Since it is parallel to the line 4x + 2y = 8 which can divide all the coefficients by 2 to get 2x+y=4 and rearrange it to get y=-2x+4.

It is parallel to 
y=-2x+4 meaning it has the same slope.

y=-2x+b
--{Substituting the y-intercept}--
2=-2(0)+B
2=b

Therefore the equation is y=-2x+2
