The city-states of the Sumer developed in the Fertile Crescent, and more specifically, in Mesopotamia, which is a part of the Fertile Crescent. Today this area corresponds to Syria, Iraq and Iran.

Specifically, the city-states were placed between the two rivers in Mesopotamia: Tigris and Euphrates.
