Strong cultures can have powerful effects on employee behavior. how does this create inadvertent control mechanisms?

Culture is considered as one of the strongest force that would influence people's perception of right or wrong.
This means that culture could be used to program employee's way of thinking and serves as a control mechanism that eventually would influence their behaviors into something desirable for the organization.
